Knobs not screwed and somewhat loose

Hi there,
maybe a very trivial question: I just received my Bias Rack and realized the knobs have holes for screws but there are no screws in them...
So the knobs are a bit loose and can be pulled off very easily. Is this normal/intentional, or did i get a unit with incomplete final assembly?
