There have been one or two attempts to implement amp/effect modeling on Android. Deplike comes to mind. IK Multimedia had Amplitube UA (hasn't been updated since 2015). The ratings for A-UA have been pretty bad, Deplike does better. You might try it.

But both have the same challenge--the audio software stack in Android is not designed for audio mixing and effects apps. It's fine for playback. But for effects, the latency is a bit high. Deplike does OK, but the tones are not impressive (IMO). IK Multimedia solved the problem by creating a special audio interface device (the iRIG UA) that put the DSP in the device so as not to involve the Android phone at all for playback--the app just configures the DSP (effects chain). This solves the latency problem.

Apple implemented audio much better in iOS, and proved it by getting GarageBand to work on iOS. Apple cares about the audio recording market, Google doesn't.

So even though Android is a larger market, I'm sure PG has seen other attempts and just figures it's not worth the effort. It would be very expensive to develop--you can keep the core DSP software engine, but you have to implement the Android user interface for the app from scratch. And in the end, it may not even work due to issues in the Android OS.

I'm a professional software developer, and I have to say, I'd make the same call.
