I submitted a ticket and corrected the issue. I had to go through the registration process again but the key popped up right away. Successfully downloaded, no further issues.

Fortunately this was fixed in about a day and half. Error on the site did not have any more available licenses for the Presonus software. They loaded more licenses and everything worked as expected.

I got the same error and couldn't do anything beyond the error. I opened a ticket on it three days ago, and received no reply. If they added more licenses to the site, it would have been nice if they had notified people with open tickets on the issue. Is this registration only for getting Studio One?
I thought it was also for registering the hardware in general, for the warranty. I already have Studio One Artist from purchasing a PreSonus AudioBox USB, so if this registration is only for a Studio One Prime download, then I guess it doesn't really matter.

@k-mcg What are some free DAW's that you recommend? I have always used ACID and it runs around $50.

@m5gvy Been a total PITA. I keep getting an error that it's an invalid S#. Presonus says it's a Spark S#, just not on their list. Great.

@sjdonahue13 Bandlab has released the full version of Cakewalk/Sonar for free. Very powerful DAW, very versatile.

BandLab's Cakewalk totally free, full functionality. As others have mentioned.

- If on Windows, try Cakewalk, Bandlab, and Reaper (not free, but very reasonable at US$60).
- If on Mac, try Bandlab and Reaper. Reaper also runs on Linux.
- If in the market for audio device hardware -- that is a good foot-in-the-door to other "free" DAW licenses (after hardware costs), like Studio One Artist and Ableton Live Lite.
As others have mentioned, Cakewalk is free and good, although it only runs on Windows. However, the same group that makes Cakewalk also makes the cloud-based Bandlab, which is also free and runs anywhere that runs a Chrome/Chromium or Firefox web browser, as well as Android/IOS apps. The web version can have latency issues with guitars, though, so YMMV.
I highly recommend trying Reaper, which runs on Windows, Mac, and Linux. It is not free software, but has a 60-day demo license. It technically doesn't stop working after the 60 days (is an honor system), but the pricing is very reasonable for non-commercial use --- US$60 for full feature set, and entitles you to the next major-version upgrade (ie, current version is 6.x, so you get free upgrades through 7.x). Reaper only has one tier with full feature set, as opposed to the free DAWs mentioned below, which are limited vs. their "pro" tiers. Reaper's website also has some of the best sets of video tutorials for learning everything -- not a trivial feature.
If you already happen to be in the market for audio device hardware -- similar to PG's Studio One Prime promo here (which is already free...), companies like PreSonus, Focusrite, and IK/iRig, generally include free DAW licenses along with other promos when you purchase their hardware. I'm only directly familiar with PreSonus, who usually give you a Studio One Artist license (worth US$100), as well as Ableton Live Lite (another great DAW), as well as free DAW plugins such as from Brainworx -- all part of their included StudioMagic Suite. Focusrite and IK/iRig do similar promos, usually with Ableton Live Lite and others, but I'm sure other people here know more than me on these.
