Control ON/OFF state of pedal with MIDI CC Value

Does anyone know if it is possible to set the ON/OFF state of a pedal using MIDI, rather than toggle it's state? Situation is I would like set the state of a pedal to OFF by sending a CC value of 0, and set the state to ON by sending a CC value of 127. This way I can set up a trigger that will turn all my pedals off, no matter what state they are currently in.

No, one of the big problems with a lot of these are that they are toggle rather than on/off
