"Can't delete undo.cfg" in Ableton Live

open Ableton Live (64 bit) with empty set
add Bias FX (64 bit) plugin to audio or MIDI track
close Ableton
"Do you want to save?" -> No
"Can't delete undo.cfg"
open Ableton again, get a message again about failed undo system

It's definitely related to Bias FX, have never gotten this message under any other circumstances before.
When I go to the preferences folder and delete the undo.cfg manually, the issue pops up again the next time when I use Bias FX in Ableton.

Any tips how to solve this?
